The High-Tech Agenda for Germany: Germany's Path to Technological Sovereignty
With the official launch of the High-Tech Agenda for Germany (HTAD) on October 29, 2025, at the Berlin Gasometer, the federal government under Chancellor Friedrich Merz and Federal Research Minister Dorothee Bär has sent a clear signal: Germany is to reclaim its place at the forefront as a leading technology hub with innovations “Made in Germany” [1] [2].
With a minimum investment volume of around 18 billion euros, the innovation initiative of the Federal Ministry of Research, Technology, and Space (BMFTR) specifically supports six key technologies: artificial intelligence, quantum technologies, microelectronics, biotechnology, fusion, and climate-neutral energy production, as well as technologies for climate-neutral mobility. The goal is to strengthen Germany’s economic power and competitiveness, create new jobs, and secure the long-term technological sovereignty of Germany and Europe [3].
